It helps to be really clear about why that's important (ie how it relates to the agency's values, the goal of person-centredness, and the pursuit of good outcomes). It then hleps to identify the specific steps that can be taken and, critically, whose help you need to make this happen. all of these elements are essential for creating momentum.

It's based on a change management framework devised by Richard Beckhard and Reuben Harris, and we've added the detail.
